National

  1. Constitute Medical Board on health condition of Chidambaram: Delhi HC to AIIMS
  • The Delhi High Court has given its instruction to the Director of All India Institute of Medical Sciences (AIIMS) to constitute a medical board on the health condition of P Chidambaram.
  • The High Court said that the Medical Board should be formed so that it can be ascertained whether the Congress leader needs to shift to the hospital from Tihar jail.
  • The High Court has given the panel a deadline till Friday. It will also include Chidambaram’s family doctor Nageswara Rao.
  1. Union Territories of Jammu and Kashmir, Ladakh come into existence
  • The state of Jammu and Kashmir (J&K) ceased to exist at midnight on October 30 and was converted into two Union Territories (UTs). This comes 86 days after Parliament abrogated its special status provided under Article 370.
  • The UTs of Jammu and Kashmir, and Ladakh will be headed by Lieutenant Governors GC Murmu and RK Mathur, respectively. They will take oath early on October 31.
  • This is for the first time that a state is being converted into two UTs. The total number of states in the country is now 28, while the total UTs has gone up to nine.
  • The UT of Jammu and Kashmir will have a legislature like Puducherry while Ladakh will be a UT without legislature like Chandigarh. Both UTs will be headed by separate Lieutenant Governors (LG), as per the Act.
  1. Harsh Vardhan releases the 14th National Health Profile, 2019
  • Harsh Vardhan, Union Minister for Health and Family Welfare released the 14thNational Health Profile (NHP) 2019 & its e-book (digital version).
  • The NHP is prepared by the Central Bureau of Health Intelligence (CBHI) and covers comprehensive information on demographic, socio-economic health status, health finance indicators, health infrastructure and health of human resources in the country.
  • This 14th edition of NHP is the continuation of the publication since 2005.
  • It helps in understanding the goals, our strengths and weaknesses and is also an important means to strategize area specific interventions.
  • Good quality data enables the policymakers to make evidence-based policies and aids effective implementation of various schemes.
  1. OCI can now apply for National Pension System
  • Overseas Citizens of India (OCI) will now be eligible to apply for the National Pension System at par with Non Resident Indians (NRIs). Pension Fund Regulatory and Development Authority (PFRDA) has permitted Overseas Citizen of India to enrol in NPS.
  • OCI may subscribe to NPS provided such person is eligible to invest as per the provisions of the PFRDA Act and the accumulated saving will be repatriable, subject to Foreign Exchange Management Act guidelines.
  • PFRDA in its endeavour to promote and develop NPS has taken several initiatives towards increasing the pension coverage in the country.
  • Now, any Indian citizen, resident or non-resident and OCIs are eligible to join NPS till the age of 65 years.

  1. Santosh Kumar Gangwar inaugurated ESIC hospital at Rudrapur
  • Santosh Kumar Gangwar, Minister of State (I/C) for Labour and Employment inaugurated the 100 bedded ESIC hospital at Rudrapur, Uttarakhand.
  • The hospital has been constructed in a plot area of 5 acres along with 32 staff quarters.
  • The cost used for the hospital was approximately Rs.97.72 crore. ESIC hospital at Rudrapur: ESIC hospital at Rudrapur is provided with outpatient department (OPD) services.

International

  1. 35th ASEAN Summit begins in Bankok
  • The 35th Summit of The Association of Southeast Asian Nations (ASEAN) began in Bangkok on October 31 and it will continue till November 4.
  • ASEAN is a group of 10 countries that encourages economic, social and political co-operation in the region. PM Modi will attend the summit on November 3rd and 4th.
  • The theme of 35th ASEAN Summit is – Advancing Partnership for sustainability. Apart from 10 members countries, eight dialogue partner countries are also participating in the summit.
  1. Sheikh Sultan inaugurates Sharjah International Book Fair 2019
  • The much-anticipated new edition of Sharjah International Book Fair (SIBF) 2019 opened to the public at the Sharjah Expo Centre.
  • Ahmed Bin Rakad Al Ameri, Chairman of Sharjah Book Authority opened the event.
  • An Italian publishing house won the Sharjah Translation Award for translating a small book into Italian.
  • The event will see the participation of 2,000 publishers from 81 countries at Sharjah Expo Centre.
  • In celebration of Sharjah World Book Capital 2019 title, the book fair has assumed its theme, ‘Open Books. Open Minds.’

  1. Twitter to ban all political advertising
  • Twitter CEO Jack Dorsey announced that the company will soon ban all political advertisements on the platform globally. That decision provides a stark contrast to Facebook and its CEO Mark Zuckerberg, who has spent recent weeks defending his decision to allow political ads of all kinds on its platform—even ones that contain falsehoods.
  • While internet advertising is incredibly powerful and very effective for commercial advertisers, that power brings significant risks to politics, where it can be used to influence votes to affect the lives of millions.
  • The new policy applies to political candidates as well as advertising around political issues, but will include exceptions for things like voter registration. The company plans to reveal a detailed version of the policy on November 15, and it will go into effect on November 22.
  1. India to open 100 additional airports in the next five years
  • The government of India is planning to open 100 additional airports by 2024.
  • The decision was made at a meeting that was held to review the infrastructure that is needed by 2025.
  • The move is towards Prime Minister Narendra Modi’s announcement to double the infrastructure projects in a bid to revive growth and achieve a target of making India a $5 trillion economy by 2025.
  • 100 additional airports: The aim is to revive economic growth in Asia’s third-largest economy.
  1. CCI approved acquisition of ANI and Ola by HMC and KMC
  • Competition Commission of India (CCI) approves the acquisition of a shareholding in ANI Technologies Private Limited (ANI) and Ola Electric Mobility Private Limited (OEM) by Hyundai Motor Company (HMC) and Kia Motors Corporation (KMC).
  • CCI approved the acquisition under Section 31(1) of the Competition Act, 2002.
  • Partnership: In March 2019, Hyundai and Kia announced an investment of $300 million in Bengaluru-based Ola.

  1. First Day-Night Test Match at Eden Gardens
  • India and Bangladesh teams will play the country’s first Day-Night Test match at Eden Gardens Stadium.
  • BCCI has requested Bangladesh Cricket Board (BCB) to approve the plan so that teams of both countries can participate in the game.
  • If Bangladesh Cricket Board replies positively then it first Day-Night test match will be held on November 22 at Eden Gardens.
  1. BCCI orders 6 dozen pink balls for day-night test match at Eden
  • The BCCI has asked manufacturer SG to deliver 72 pink balls by next week for India’s first-ever day night Test, to be held at the Eden Gardens, Kolkata.
  • Producing a ball fit for a Test match under lights is a big challenge for SG as its pink ball is yet to be tested in a competitive game. The Duleep Trophy was played with Kookaburra pink balls for three seasons.

  1. G C Murmu was sworn in as first Lt Governor of UT JK
  • G C Murmu was sworn in as first Lt Governor of the union territory of J&K after the bifurcation of the state into two union territories of J&K and Ladakh.
  • The oath of office to Murmu was administered by Jammu and Kashmir Chief Justice Gita Mittal at Raj Bhawan at the foothills of the Zaberwan range, J&K on 31 October.
  • G C Murmu: G C Murmu, 59, is a 1985 batch IAS officer from the Gujarat cadre.

  1. 28th Vyas Samman conferred
  • The 28th Vyas Samman of the year 2018 was given by KK Birla Foundation to renowned writer Leeladhar Jagoori.
  • He was awarded for his poetry collection ‘Jitne Log Utne Prem’ published in 2013.
  • He was awarded a citation, Rs 4 lakh and a symbol of the KK Birla Foundation, for his Hindi literary work.

Obituary

  1. Noted CPI leader Gurudas Dasgupta dies at 83
  • Veteran leader of Communist Party of India (CPI) and former Parliamentarian Gurudas Das Gupta died in Kolkata after a long illness. He was 83.
  • In 2001, he was elected as General Secretary of All India Trade Union Congress. He was also known as a trade unionist.
  • In 2004, he was elected from Pansakuda Lok Sabha seat in West Bengal. He was a member of the Rajya Sabha thrice, while was elected to the Lok Sabha twice.

  1. Rashtriya Ekta Diwas or National Unity Day
  • Rashtriya Ekta Diwas or National Unity Day is observed on 31 October every year to commemorate the birth anniversary of Sardar Vallabhai Patel.
  • He had played an important role in unifying the country.
